WASART would convene meetings of public and private stakeholders to constructively talk about issues and common interests and encourage collaborative action in matters related to any issues concerning animal emergencies within the State; WASART would work with national partners and other states to address common goals of WASART programs and our nation; WASART would work with WSDA and the State Office of Emergency Management in the effort to obtain state funded budget; WASART would form and train County Animal Response Teams (CART). CARTs would be the core resource for addressing any animal emergency issues within each county of the State. Such teams would act under the jurisdiction of the county Emergency Management Office, and would include Animal Control Officers, Cooperative Extension Offices, Sheriff’s Personnel, Fire Departments, veterinarians, Forestry Officers, Conservation Districts, county agriculture programs, animal Industry leaders, animal related non-profit organizations, and individual volunteers.

WASART would be instrumental in developing and delivering training opportunities for agencies and individual volunteers to facilitate a safe, environmentally sound and efficient response to animal emergencies on the local, county, and state level;
WASART would encourage collaborative partnerships in national, state, regional, and local animal emergencies and decision making; WASART would actively participate in the projects and activities of other agencies and organizations to communicate and further WASART objectives; WASART would work to ensure that WASART acquired or had access to necessary equipment, safety gear, clothing, vehicles such as 4WD, boats, helicopters, trailers, etc., medical supplies, sheltering resources, etc., for its personnel.

Funding sources or cooperative agreements between agencies for such acquisitions would be explored; WASART would fulfill a public education role for informed decision making by researching and publishing factual information and hosting regular public meetings with invited guest speakers to talk about current affairs and topics of interest in animal rescue; WASART would communicate its actions and activities on a consistent and regular basis via newsletters, press releases, flyers, seminars, e-mail broadcasts, displays at public events, and its website; WASART would organize community projects, events, and activities for purposes such as fund-raising and volunteer work parties.
